So I've been hairdressing for a long time but feel a bit out of touch! My sister has been having hilights for years, usually a bleach alt hilift tint but she is very grey and we need more coverage and a bit more depth. So going to go for bleach alt low light. Then root smudge and toner. At the front she is about 70% grey with around 1inch regrowth and ends are a base 10.
Can anyone suggest some formulas for lowlights, root tmudge and toner. Some warmth but not too much and no yellow/orange tones.

Warmth is yellow and orange tones unfortunately. That actually looks like a very neutral colour.
I would use colour touch 7/97 + 1.9% for low lights.
Probably do a root smudge with Kp 6/97 + 7/0 and tone the M.L.E ct 9/97.

So with the root smudge would you recommend I use pastel developer with the KP or 6%?
 
Pastel as you're depositing colour not lifting :)

I also could do with some advice for another job I have coming up. Client wants very subtle, low maintenance balayage.
First two photos are her hair (virgin hair) and 3rd pic is what she would like. She wants to avoid bleach if possible. What would you go for?

I'd use KP 9/17 + 30vol for the lighter pieces. The base colour I'd do is probably ct 4/71
