Help icy blonde and grey coverage

Looking for help client is a base 6 but multiple colours throughout. Base 7’s mainly. it’s pretty blonde I’d say a level 8 9ish through the front. She’s looking for something like this but has I’d say prob 50%grey around the parting. 25% through everywhere else.
My question is would you just lift in baby lights and highlights or would you flood it with something else after for grey coverage? Thanks in advance
