How to get a cool light blonde on a base 7 ash

As the title says, how do I achieve this?
I was thinking 11.31 (and 40 peroxide), what do you think?

7 to 11 = 4 levels of lift so 40vol would be needed, however, if you want a cool blonde, you wouldnt put the gold tone in.....
I would probably use a high lift blonde or a pre lightener with 10 or 20 vol
