Hold the rod both ends and as you wind down move rid from side to side gently, this will create even tension and placement across the rod.

Do you use end-papers?...a light tissue like paper for perming. If you use them on the ends of the section for wrapping & dampen them, leaving a good inch or so of the paper overhanging the ends of the sectioned hair, you can get them to cling to the rods & hold the hair nicely to avoid fish_tails for a nice even wrap.
