I personally don't charge for layering, my costs cover it adequately. Also the way i see it is if the colour they want isnt in a shellac bottle im not going to then charge them more because my system doesnt have that colour for example shellac doesnt have blue but i can layer to get a blue. If i was the client id be a bit miffed as to why i was being charged more because they couldnt polish my nails with quite a standard colour because their system didnt offer it. But thats just my opinion 
I charge £25 for colour, french or layering, it keeps my menu straight forward. Rockstar, foiling, nail art, mica powders all get charged at an additional £5 for a full set.
