If your talking about the girl with the pink hair. It just looks like a straight blow dry with a medium size radial brush or small cushioned paddle brush and finished off by rubbing a reworkable clay or a styling paste between your hands, then work into the hair to give a smooth textured finish. Finish with a hair spray as well if your like.
