What colour to chose to this hair?

She has ash hair, very ash. Almost greylooking however not so dark, it's been a 9 to 7 depending on where on the head (neckhair is about a 7).
She is known to have difficult hair (of course she had to tell me that to make me more nervous). She wants foil highlights.
Should I go for 10.3? Or even lighter 11.3? Or should I perhaps take a 10.31?

Shes mostly a 8 ash (with very little golden in it). She wants to achieve as light highlights as possible without it looking weird. On the ends she has bleached (once) hair, about a 10/11 on the tops but with a yellowish tone to them but not a severe one.

About 1decimeter uncolored ash base around 8. about 1decimeter bleached (about base 10 quite a bit of gold in it).

if she wants highlights very light, i would be using bleach and 20 vol , or 10vol for bottom foils. Finish with a toner viloet one to cancel yellow, to kill off the warmth thats already in hair ends.good luck.x
