I think this may mean that it is a dry manicure, no soaking just cuticle work, file and gel polish?

You don't usually soak for gel application.
I don't do express , because 90% of your product long last ability is due to the proper prep it takes before any nail application. My prep is about 20min to 30min in some cases and acrylic app is about 30min buff and shine or polish 15min so gel is less total of 45/60.
At the hotel I worked they offered express, basically it was just your product application, no cuticle care or work, no hand cream or massage afterwards, no nail art , basic quick file shape nails and apply : 30min tops
