Budget for colour

Does anyone have any knowledge on what you're 'supposed' to actually budget for colour? We always just spend as we go but I want to delegate that task to a member of the team and would like to work out what I should be setting as a budget so she doesn't go wild!

Presumably you already have an inventory of what you normally use?
Re-ordering should be on the basis of replenishing stock surely?
Whatever you do, you don’t want to be penny pinching and risk running out of your main colours. Assuming your colourists are competent at mixing colours, you shouldn’t need to stock everything.
