I was just wondering if it was possible to be able to set up a salon with only short course certificates? Or is it essential to obtain a level2/3 NVQ in beauty therapy in order to be able to do so?

I would like to no the same.

Unfortunately your Aunt Claire and her best friend's dog could open a salon with no qualifications whatsoever.

There is also no legal requirement for insurance in the UK; however to take that risk would be to prove that one had completely taken leave of their senses.

It depends where you live and what treatments you wish to offer.
Some local councils have their own separate rules regarding licensing and often they require licence holders to hold a minimum NVQ 2 or equivalent qualification.
Also, you will be limited on your choice of insurance providers and may be restricted to purchasing from the company that accredits the (short) course.

However, if you use short course(s) to get you started, there’s no reason why you can’t build on that foundation as your business progresses.

You can do that - some may argue that they have been successful doing just that. However depending on what you want to offer can affect this as there is a move to make some treatments insurable only if you have the right level qualification. What I have found since qualifying well over 30 years ago is that it is essential to get a basic underpinning knowledge. Courses that are short have a lot of content taken out of them and the big one is the lack of supervised practical training. Always buy a course that allows you contact after it is finished. The cost following training in actually marketing the treatment, buying products and lack of experience often makes students realise they should have had a more realistic expectation. You also have to check what experience the trainer has although that also can be hit and miss as some may be qualified but not good teachers. As a rule now, I find I may have to get trained to fulfil insurance requirements then train again with someone who knows what they are doing!!!!

You would need level 2 to get treatment license so aunt Clare’s dog has no chance

Not all boroughs require a special licence.
That's what I find really unfair.
Bexley borough, where I am...you do need a licence for a lot of the beauty treatments, renewable EVERY YEAR...!
Just up the road in Dartford, No licence required!:p
