Neon nail pigment powders

Ladies try 2x Cream Puff curing each, followed by top coat,cure, then burnish in the neon and then finish with another layer of top coat.
Applying neons into the sticky film of the top coat boosts the brightness. I don't know exactly why it works but I believe it's something to do with the topcoat film being stickier than the colour.
It works anyway
