Hi there,
Just thought I'd let you know that i am registered with my local council to do ear piercing on a mobile basis and it didn't cost me anything. They came out and interviewed me, asked me a load of questions about health and safety and procedure and checked out my qualifications, then my certificate came through the post a few days later.
This is not a county-wide registration though, just a borough registration. In another borough I know that they charge nearly £200 and refuse to accept that you can do ear piercing on a mobile basis.
