As far as paying for SEO goes, I wouldn't pay for someone to do SEO on a weebly site.
To explain why in the easiest way possible; it's like trying to build a skyscraper on a foundation that was built for a 2 bedroom house. The SEO can only get you so far. Additional things will come in to factor like usability, speed of the site, the coding, and probably the most underrated part; converting clicks into potential clients. ;)

Unless you know how to alter the source coding.....:wink2:....
 
Joomla and wordpress are the best and fairly easy to use. You have several SEO plugins that can optimise your site
