Toner help

Hi salon geeks, I need a bit of help, I have just moved over from the UK to Australia and every one here has f/h foils and a toner, I need your help and advice on "Why does everyone have a toner on?" and "What colour toner do i use?" I don't like to ask over here why, in case they think I'm totally useless, :o any advice would be great, thanks x

A lot of people in the uk have foils and a toner, the toner is due to the colour the hair turns out after lightening, it "fixes" any tone defect that may have occurred.
The toner used may be different for everyone, such as, I bleach full head, then tone with 9.1 and 3%,

My cousin has her fringe bleached and toned with 10.2. It's all to work with the tones left and the final desired tone wanted.

I'm guessing it's just a regional difference that so many have full head highlights compared to the uk.
